Presently the Chairman of GSAT, Mr. Lobregat have intensive knowledge of industry operation having been exposed to Cable operation since 1994 as president of Sun Cable Zamboanga, then in 1998 he was director of Pilipino Cable corporation. He has been an instrumental in bringing in and expanding cable TV systems nationwide. He is currently sitting in the Board of the Philippine Cable TV Association. Presently Mr. Lobregat brings his experience in Sales and Business development to the company, guiding the development and expansion of GSAT’s business for the Philippines.

As a major of Agronomy and Jose is also presently the President of the Balabagan Agricultural Corporation, representing as well the interests of the agriculture industries as they expand their industry nationally as well as internationally. He was former Manager of CoCoFed Marketing Corp and Vice President of Telemondila Holdings Inc.

A successful entrepreneur, Consul Chien was born in Taiwan, ROC and is a naturalized Filipino Citizen. He started his journey as a businessman doing international trade particularly on garments, furniture and electronics for export. Later on, he was involved in the construction of hi-rise buildings and expanded to banking and finance with Commonwealth Savings Bank having several branches in Metro Manila.
In 1992, he entered cable television business when he established Global Cable and eventually merged with Destiny Cable giving birth to Global Destiny cable in 2004. It became one of the leading cable TV companies in the country under his leadership. In 2008, he launched a high technology communication and satellite transmission service. As Chairman, President and CEO of Global Group of Companies, Consul Chien oversees actual operation of Global News Network (GNN UHF terrestrial channel), Direct to home satellite TV (GSAT with congressional franchise), and G.TELECOMS satellite broadband (IGSAT).

Consul Chien is also actively involved in social service. He was appointed by Republic of Botswana President Seretse Khama Ian Khama and confirmed by former President Benigno Aquino III as Consul General of the Republic of Botswana to the Philippines. He was also former Senior Adviser of Manila Economic and Cultural Office to help in the economic and cultural relations between Taiwan and Philippines. He was also installed as Commodore of the Philippine Coast Guard Auxilliary providing support and service on marine environmental protection.

Consul Chien is the founder and Chairman Emeritus of the Foreign Chamber Council of the Philippines, Inc. and Taiwan Chamber of Commerce and Industry Inc.

He earned his Master’s Degree in Business Administration at the University of the East, Philippines in 1992 and completed a course on Senior Executive in National and International Security at Harvard Kennedy School, USA in 2013. Read more

Presently a board member of Global group of companies, and Executive Vice President of First United Broadcasting Corporation and Executive Vice President of G.Telecoms, as well as Executive Vice President of Global News Network, he brings decades of Cable Broadcasting, Content Delivery and pay television service experience to the company.
On top of his current roles in the Company,Mr. Dungao was previously the President and Chairman of the Philippines Cable TV Association (PCTA) and President of the Satellite Cable Network in Pampanga. He is strong advocate of corporate citizenship in welfare and growth of the Pampanga area. Mr. Chua is presently the Vice Chairman of Global Conglomerates, Inc. the company behind GSAT (Direct to Home Satellite TV), GNN (Global News Network) and G.Telecoms (iGSAT Satellite Broadband Service).

Mr. Chua also holds key positions on various Industry Organizations in Philippines as well as private companies. He is the currently President & CEO, Bayan Automotive Industries Corporation (BAIC); President, Federation of Philippine Industries (FPI); Chairman, Financial Executives Institute of the Philippines (FINEX) Foundation; Chairman & President, Kimberly Realty Corporation; Director, Chamber of Automotive Manufacturers of the Philippines, Inc. and Truck Manufacturer’s association, Inc.; Professorial Lecturer 1, MBA Program, University of the Philippines; Columnists for Manila Bulletin and Business Mirror; TV Host, Usapang Bayan on GNN, among others.

Mr. Chua also holds membership on different socio-civic groups which includes Commodore Philippine Coast Guard Auxiliary; Lieutenant Col. (Res)- Philippine Army, Media Affairs Group Commander, Civil Military Brigade; Member, National Press Club of the Philippines.
